If you are running the PITSS.CON installer to install either MIG or a PITSS user and nothing is filled in for the “Server Home” drop-down box, clicking the “Install” button will generate an error saying, “Forms Home can not be null!” This sometimes can happen when installing PITSS.CON on Windows Server 2008 or Windows 7 due to enhanced security permissions.
If this happens, make sure that Oracle Forms and Reports has been successfully configured. If it has, try to run the PITSS.CON installer as an administrator:

  1. Right-click on autorun.exe
  2. Select “Run as administrator”
  3. If you get a password prompt, type in your Windows administrator password
  4. Installing the new PITSS user should work as the “Server Home” should be filled in.
