With the new Version of Oracle Forms and Reports 12c the Translation Hub will not work anymore (https://community.oracle.com/thread/3911444?start=0&tstart=0).
If you have to Upgrade your Environment and you need the Translation Hub to develop a Multi Language Application you will possibly get into trouble.
